FREQUENTLY ASKED QUESTIONS
C11 ENTREPRENEUR WORK PERMIT

C11 questions clients usually ask.

Clear answers to common questions about the C11 entrepreneur pathway, business requirements and the work-permit process.

IRCC states that an entrepreneur can apply for a work permit without an LMIA when the proposed Canadian business would create or maintain significant social, cultural or economic benefits, or jobs for Canadian citizens or permanent residents. The individual case must still meet the applicable requirements.

No. C11 is associated with an LMIA-exempt temporary work permit. It is not itself a permanent-residence program, and approval of a C11 work permit does not guarantee permanent residence in Canada.

No. The amount invested is only one part of the overall assessment. The proposed business, financial capacity, evidence and anticipated Canadian benefit should be considered together.

An existing foreign business owner may potentially qualify where the proposed Canadian activity and the overall facts satisfy the applicable C11 requirements. Existing business history, ownership, experience and the proposed Canadian operation should be assessed carefully.

Immigration legal advice should be provided by an appropriately authorized immigration lawyer or other regulated professional who is permitted to provide immigration advice in Canada.

No. A work-permit approval does not by itself guarantee admission to Canada. Applicants must still satisfy applicable entry, admissibility and other requirements at the time of travel.

!

Immigration requirements can change. Always verify current requirements and eligibility criteria with official Canadian government sources.
